The organisation of care work, whether from government programs, civil society or private initiative, varies from place to place. For this reason, we recommend consulting care specialists from the public sector, academia and civil society to validate the initial list of indicators in order to understand their relevance at the local level. At this stage, we propose two activities:
Validation of the preliminary list of indicators with local specialists.
During this stage, a series of consultations with local care specialists is recommended. The aim is to ensure that the list of indicators identified is relevant to the locality, and to collect feedback from the specialists to identify possible sources of information for all data sets. Suggested activities at this stage include:
Conducting focus groups with care specialists where the selected list of indicators is presented, and timely feedback is obtained from each.
Documentation of the findings during the focus groups and re-alignment of the findings with the local Indicator System proposal;
To carry out the focus group, we recommend making a list of people who are members of public agencies, civil society organisations and researchers specialised in care, and printing the list of the chosen indicators. Given that the indicators are divided into 3 major care groups, Children and Adolescents, Persons with Disabilities and Older Adults, it is possible to divide the focus groups into specialists in each of these areas of focus.
During the session, the system of indicators is explained and the printed list of indicators is presented. It is possible to divide it into context, supply, demand. The focus group will require some time to review and write down their opinions on the indicators in each section. The comments will be discussed as a group and conclusions will be reached and documented.
This stage incorporates the findings from the indicators initial proposal, which were found during the validation stage. Thanks to the feedback, the findings will be incorporated into a final list of indicators and the approximate data sets that will make up the list.
